Do any know where I get/download a free computer calling phone program that supports dsl/broadband/cable?

I been searching for a while for a free computer program that supports calling to other places( such as land and mobile lines) but I haven't be able to find one. I'm basically search for a program similar to syke phone that allows me to call people from

Skype allows you to call regular telephone numbers (for a fee (generally smaller then that of a regular phone call, especially to international numbers). I believe Yahoo! Messenger provides something similar. Both software packages are free.
